The Reality of Counterparty Screening: The Limits of Manual Work and the Path to AI

"Please cross-reference this list against the sanctions lists." — For export control practitioners, this is the most familiar and the most burdensome task. Going through hundreds, sometimes thousands, of counterparty names one by one against multiple sanctions lists. Eyes grow tired, concentration breaks, and yet the pressure of not being allowed to miss anything continues.
This article analyzes the reality and challenges of counterparty screening operations and explains the path to AI-powered solutions.
Chapter 1: The Reality of Screening Operations
What Is a Background Check?
A background check (counterparty due diligence) is the process of confirming whether counterparties or end-users fall under entities of concern under export control regulations. Specifically, it involves cross-referencing against lists such as the following:
- Foreign User List: Companies and organizations of concern regarding involvement in the development of WMDs, published by METI
- U.S. SDN List: Individuals and entities with whom transactions are prohibited, managed by the U.S. Treasury's OFAC
- EU Sanctions List: Sanctions target list jointly managed by EU member states
- UN Security Council Sanctions List: International sanctions target list
Companies doing business globally must check all of these.
The Operational Burden in Numbers

Every time a list is updated, all counterparties theoretically need to be rechecked. In reality, many companies cannot keep up with these updates.
Limit 2: Accuracy
There are inherent limits to human cross-referencing.
Risk of missed cases: Fatigue and declining attention increase the possibility of missing cases that should have been detected. Maintaining concentration over extended work periods is particularly difficult.
Name variation problem: Even the same person or organization can appear in various forms depending on how the name is spelled. "Muhammad," "Mohammed," "Mohamed" — these may all refer to the same person, but a simple string search cannot detect all variations.
Organization name variation: "ABC Corporation," "ABC Corp.," "ABC Co., Ltd." — these also don't match in simple comparisons.
Limit 3: Knowledge Concentration
Screening work tends to depend on the experience and intuition of seasoned practitioners. When insights like "this name needs attention" or "companies from this country require careful checking" are concentrated in specific individuals, operations stall when those people are absent.
The loss of expertise through personnel transfers and resignations is also a significant problem. Until new staff members learn the work from scratch, there is an ongoing risk of reduced screening accuracy.

Chapter 3: The Transformation Brought by AI
Similar Name Detection Using Natural Language Processing
AI-based screening uses natural language processing technology rather than simple string matching. This makes it possible to detect name variations and similar names.
When Arabic or Asian names are transcribed into Roman letters, multiple variations arise. AI automatically generates these variations and cross-references across all patterns. Cases that "might have been missed" come to the surface.
Judgment That Considers Context
False positives — incorrectly flagging different people with the same name — is a common problem in screening work. AI can reduce false positives by comprehensively considering not just the name but also nationality, address, date of birth, related organizations, and other information.
Continuous List Updates
AI systems automatically obtain and incorporate sanctions list updates. When a list is updated, automatic re-screening of existing counterparties can be performed, and alerts can be triggered for any new matches. The risk of "having missed an update" can be fundamentally eliminated.

The accuracy of AI cross-referencing depends on the quality of input data. Misspellings in company names, outdated address information, missing fields — problems in data reduce screening accuracy.
Cleansing data and improving its quality before implementation produces more accurate results.
Establishing Operating Rules
Establish rules in advance for how to handle AI results. Setting clear criteria such as "S-rank always requires detailed investigation" and "C-rank is recorded only" enables efficient operation.
The most important thing is to make explicit the principle that "AI is ultimately a support tool, and the final judgment is made by humans."

Counterparty screening was "never-ending work" in export control. However, with the use of AI technology, this situation is changing.
