What is the BIS 50% Rule (Affiliates Rule)?

Under the BIS 50% Rule (EAR §744.11), a company owned 50% or more — directly or in the aggregate through subsidiaries — by parties on the U.S. Entity List and similar lists is subject to the same restrictions, even if its own name is not listed.
