The third installment in our Vertical AI series tackles HR. We cover recruiting screening, interview evaluation, 1:1 coaching, pulse surveys, and attrition prediction, with the latest features from Workday, SAP SuccessFactors, and HRBrain, real-world Japanese case studies, and how to comply with the EU AI Act and NYC Local Law 144.

Hello, this is Hamamoto from TIMEWELL.

This is the third installment of our "Vertical AI (industry-specific AI)" series, and the topic is HR. The reason it deserves its own dedicated piece is that HR is the area where the breakeven on AI investment is easiest to see — and at the same time, the field with by far the largest number of explosive landmines if you step wrong. LinkedIn alone receives more than 11,000 applications per minute, and 40 to 80 percent of applicants now polish their resumes with AI. Meanwhile, violating NYC Local Law 144 costs 1,500 USD per day, and a high-risk violation of the EU AI Act can cost up to 15 million euros. Few DX domains have such a wide gap between offense and defense.

When I work with WARP clients on the design of HR AI, the very first thing I always do is split the conversation into three buckets: recruiting, evaluation, and engagement. Even under the same banner of "AI x HR," the precision and accountability required are completely different. In this article I cover all three, plus regulation, Japanese case studies, and the risks you cannot avoid talking about.

Where AI Recruiting Screening Stands in 2026

Recruiting is the most advanced frontier of HR AI implementation. Major international surveys show roughly 95% of large enterprises have some form of automation in initial screening, that AI screening cuts time-to-hire for high-volume roles by up to 40%, and that 89% of HR practitioners report a clear time savings[^1]. Now that the size of applicant pools has grown by an order of magnitude, manual processing simply cannot keep up.

The most common implementation pattern is to combine an applicant tracking system (ATS) with a resume parsing engine and score the match against the job description. Eightfold's "Talent Intelligence Platform" is the flagship product here. Adopters such as Vodafone, Coca-Cola Europacific Partners, EY, and Eaton have publicly reported an 80% reduction in time-to-hire, a 50% reduction in hiring cost, and a 20% improvement in retention[^2]. SAP SuccessFactors' 1H 2026 release wired the AI copilot "Joule" together with the Talent Intelligence Hub, so skill-based recommendations now flow across the entire suite[^3]. Workday is going in the same direction, integrating internal skill visibility and external candidate evaluation into a single data model.

In the interview space, HireVue's AI assessment is the standout. It now scores recorded interviews based on the structure of answers and behavioral facts, rather than on "mood" signals like facial expression or vocal tone. In Japan, JCB officially rolled it out for new-graduate hiring in April 2026, with reporting that they aim to combine it with a high-satisfaction candidate experience[^4]. Meanwhile, agentic patterns like Carv — where an AI generates first-round interview questions automatically and packages the answers for HR — are spreading mostly in Europe. Personally, I treat "interview question generation" and "interview evaluation" as fundamentally different problems: I delegate the former enthusiastically, and keep the latter strictly in an assistive role. I explain why in the next section, alongside the regulation.

The point I want to emphasize here is that AI screening is not an "efficiency tool" — it is a redesign of your hiring process. Once the resume pass-through rate and the distribution of interview scores change, your competitive position in the talent market changes too. Before signing the contract, you must verify that your business still works on the post-AI applicant pool and that field managers will accept the output. Skip this step and the problem will surface six months later as "the people AI selected aren't performing."

Compliance with the EU AI Act and NYC Local Law 144

Recruiting AI is the most heavily regulated frontier. Japanese companies are no exception. If you have overseas locations, hire international talent, or publish an English-language application form, you fall within extraterritorial scope.

NYC Local Law 144 requires anyone using an AEDT (automated employment decision tool) for hiring or promotion decisions in New York City to commission an annual independent bias audit, publish the results, notify candidates in advance, and offer an alternative process. Penalties start at 500 USD per violation and rise to 1,500 USD per day for continued violations[^5]. In December 2025, two and a half years after enforcement began, the New York State Comptroller issued a report critical of the city's enforcement, pointing out that 17 of 32 covered employers had potential violations in practice. The industry consensus is that 2026 is the enforcement phase.

The EU AI Act has even broader reach. Annex III classifies "AI used in recruiting, selection, placement, and termination" as high-risk, and from August 2, 2026, risk assessment, technical documentation, data governance, bias testing, human oversight, transparency disclosures, and continuous monitoring become mandatory[^6]. Fines can reach 15 million euros or 3% of global turnover, and 35 million euros or 7% if you cross into a prohibited practice. Even an HR person sitting at headquarters in Japan falls within scope the moment they return a result to an EU-based applicant.

The practical landing zone is not all that hard. First, after AI screens the first round, the final decision is always made by a human, and that decision is logged. Second, AI use is disclosed to applicants, and on request they can opt into a human re-review or an alternative process. Third, once a year you aggregate pass-through rates by attribute (gender, age, nationality, etc.) and retrain the model if a meaningful skew appears. Bake those three into your operating flow and the same framework satisfies both NYC and the EU. Carv's "compliance template" and Warden AI's bias-audit service are convenient outsourcing options.

I sometimes see companies decide "if there are regulations, it's safer not to use AI." I disagree. A selection process without AI is also a selection process where unconscious bias is preserved as-is. The pattern of human interviewers giving higher scores to alumni from their own university is obvious the moment you look at score distributions. In an era when accountability matters, the truly higher-risk option is human judgment that leaves no log — that is the perspective I get from the field.

Reclaiming Manager Prep Time with Evaluation and 1:1 AI

Evaluations and 1:1s are the easiest area to win in with AI, yet adoption tends to lag. The reason is simple: the metrics for productivity gains here are hard to see. Recruiting has "time-to-hire" and "cost." Engagement has "attrition rate." But few companies even try to measure that "manager prep time dropped from 3 hours to 30 minutes."

What works in practice is to design AI to absorb the manager's "writing and remembering" tasks. HRBrain has integrated with SmartHR via API since 2025, allowing unified management of templates for MBO, OKR, 360-degree reviews, competency, and 1:1s[^7]. Generative AI features are already producing internal HR FAQs from past inquiry history and documents, with patterns where 80% of internal HR queries are absorbed by a bot. Lattice centers its design on auto-summarizing 1:1 notes and proposing discussion candidates for the next meeting. Gloat is wiring an internal talent marketplace and an AI career coach together, tying transfer incentives to the evaluation system[^8].

What I recommend to WARP clients is to keep the evaluation itself with humans, while moving the "preparation" and "verbalization" of evaluations to AI. Concretely, when writing quarterly evaluation comments, feed the model that quarter's 1:1 notes, key Slack exchanges, and goal-attainment records, and have it produce three draft comments. The manager beats them up and rewrites in their own voice. This alone stabilizes the volume of evaluation prose and shrinks the "harsh evaluator vs. lenient evaluator" variance across managers. With one manufacturing client, average time spent on quarterly evaluation comments dropped from 40 minutes per person to 12, while the average comment length grew 1.4x. Less time writing meant more substance written.

This is where ZEROCK shines: you can feed your work rules, career standards, grade definitions, and historical HR FAQs into a GraphRAG and build an in-house agent that returns "1:1 hints aligned with our company's evaluation policy." Off-the-shelf SaaS is convenient, but it has limits when teaching highly contextual grade definitions and review-process rules. ZEROCK runs on Japan-domestic AWS, so extremely sensitive data — HR rules, interview transcripts — never has to leave your environment. Rather than rolling out a 1:1 AI to the entire company at once, the realistic first step for Japanese enterprises is to give 100 managers a "company-specific Q&A agent for HR rules" built on ZEROCK.

The Reality of Engagement Analytics and Attrition Prediction

Engagement is where AI's impact is the easiest to see. The Japanese engagement-survey market reached roughly 112.9 billion yen in 2024 and is forecast at 128.7 billion yen in 2025, with one in three Japanese firms already running or considering pulse surveys[^9]. The shift from once-a-year employee surveys to weekly or biweekly pulses is no longer reversible.

AI's job here splits into two. The first is sentiment analysis and theme extraction on free-text responses. Perceptyx, Quantum Workplace, Lattice, and ADP all classify free-text comments as positive, negative, or neutral and aggregate them by theme. Perceptyx published a 2025 report stating "belonging dropped to its lowest-ever driver," running a 3,900-participant panel study comparing against the Gallup Q12[^10]. Perceptyx's own argument is that AI's job ends at pattern extraction; prioritization and choice of action stay with humans. I support that line.

The second is building attrition prediction models. FRONTEO's KIBIT, SAP SuccessFactors' Workforce Analytics, and Workday's people analytics all take attendance, overtime, surveys, 1:1 notes, and personnel-change history as inputs and produce a six-month to one-year attrition risk in three tiers (high/medium/low). A Japanese case reported by the Digital Tool Lab trained on five years of employee data and scored risk for current employees, reducing the attrition rate by 25%[^11]. The service sector — restaurants, retail, hotels — is leading here, and seemingly minor variables like "shift-preference changes," "spike in tardiness," and "drop in training attendance" turn out to have unexpectedly strong predictive power.

That said, attrition prediction triggers internal politics. Once an employee is flagged "high risk," their manager may unconsciously start treating them more coldly. When that happens, the AI's prediction becomes a self-fulfilling prophecy. The safe operating pattern is to never expose the risk score to managers and instead share only "interview-priority lists" and "training-candidate lists" through HR. When combining with SmartHR, I recommend slicing role permissions finely. That is a lesson I learned the hard way more than once in the consulting field.

The complaint that "survey comments aren't reaching the field" appears in almost every company. AI summarization of free text means the executive team can read the entire company's voice in a single evening. That is, in my view, the largest value AI provides in engagement.

Movements at Major Japanese Enterprises and the State of the Japanese Market

Japanese enterprise HR-AI adoption shifted phases completely between 2024 and 2026. The tone moved from "proof of concept" to "company-wide operations."

SoftBank won the Grand Prix in the large-enterprise category at the GenAI HR Awards 2025 held in October 2025. They ran 11 group-wide generative AI contests open to all employees, accumulated more than 260,000 proposals, filed over 10,000 patents, and reached roughly 13% AI-credential holders among all employees[^12]. The point is that HR is operating an "AI utilization ecosystem." Contests, awards, certification support, and an internal recognition system are designed as a set, creating an environment where the front line spontaneously generates more AI use cases.

MUFG Bank has projected 220,000 hours per month in productivity savings from generative AI and is implementing it across corporate sales and HR work. In the economic-security context, they have also joined investments in "Japanese AI foundation model development," explicitly signaling that HR knowledge will run on a domestic cloud. Fujitsu and NEC are also rolling out internal LLMs to handle HR-rule queries and assist evaluation work.

The mid-market and SMB movements should not be overlooked either. Domestic HR Tech players — HRBrain, SmartHR, HiPro, KAONAVI, Eightcap (formerly CYDAS) — have all embedded generative AI features over the past two years, and prices have come down to ranges accessible to mid-market firms. Indeed has launched an AI agent for applicants, shifting the job-matching experience from "search" to "conversation." One survey found that around 30% of 30 Japanese companies say they have "deployed or plan to deploy" AI interviewers[^13]. My read is that within 2026, very few large Japanese companies will be able to honestly say "we don't use AI in recruiting."

There is one issue specific to Japanese companies: resistance to placing HR knowledge on overseas clouds. Workday and SuccessFactors are based in overseas data centers; Eightfold is U.S.-centric. Yet work rules, performance reviews, and interview transcripts are extremely sensitive — the kind of information that ends up in retirement disputes. In the WARP field, I now frequently propose a hybrid where "recruiting and engagement run on overseas SaaS, but the master data for evaluations and 1:1s lives on a domestic platform." ZEROCK serves as the enterprise AI core, loosely coupled to HR Tech SaaS via APIs.

Risks of AI x HR and TIMEWELL's Proposal

Finally, three risks you cannot avoid discussing.

The first is reproduction of bias. Because AI learns from past hiring data, it can amplify past skews as-is. The "data governance" required by the EU AI Act and the "annual bias audit" required by NYC Local Law 144 are both ultimately responses to this risk. My field rule is to review pass-through rates and score distributions by attribute every quarter, and to halt the model the moment a meaningful divergence appears. The key is to give the head of HR explicit authority to halt.

The second is the boundary between privacy and labor management. The idea of training attrition models on Slack and internal email periodically resurfaces, but in nearly every country it conflicts with labor law and personal-information law. Even within Japan, you must spell it out in the work rules, get agreement with the labor union, and provide a way for individuals to inspect and delete their own data — otherwise it becomes a labor-tribunal headache later. I am cautious with proposals like this and start with data the individual voluntarily submits (1:1 notes, survey answers), expanding scope only after results materialize.

The third is the locus of accountability. The explanations "the AI didn't pick them, so we didn't hire them" or "the AI flagged them as high risk, so we transferred them" do not hold up either with regulators or in public opinion. Who is the final decision-maker, what evidence did they use, and how long are the records retained? Documenting those three as part of your HR process is a precondition for AI adoption.

Recruiting is the starting point of business growth, evaluations are the quality of the organization, and engagement is the long-term P&L. Investments in HR AI move all three. But step outside regulation and ethics, and the cost rebounds many times over the efficiency gain. Designing offense and defense at the same time — that, in my view, is the most important job in HR AI from 2026 onward.
