What Is a Neocloud? Why CoreWeave and Nebius Are Strong, and What Japan Needs

CoreWeave (United States) and Nebius (Netherlands) are the leading "neoclouds": companies that secure GPUs in bulk and rent them to AI builders. Using their Q2 2026 filings, this piece explains for newcomers what each company does, why NVIDIA rates them highly enough to invest, and where their strength lies. It then checks where Japan stands using METI's list of certified GPU cloud plans, and argues why, in the physical AI era when humanoids and drones become bundles of sensors, an AI foundation with data sovereignty, where you choose where computation happens and where data lives, matters.
