One reason corporate partnerships for inquiry-based learning stall is that the perspective of the companies receiving the requests is missing. Writing as a company that schools actually consult, we explain the difference between requests companies want to accept and ones they want to decline, how to design the three partnership formats — one-off talks, challenge-provision, and long-term mentoring — how the N-E.X.T. High School Vision turns external partnership into a requirement, and a ready-to-use request letter template.

Corporate partnerships for inquiry-based learning usually stall on a simple mismatch: schools do not know which company to ask, and companies do not know what they are being asked to do. In this article, writing from the position of a company that schools actually consult, I walk through the structural reasons partner companies are hard to find, the difference between requests companies want to accept and requests they want to decline, how to design the three partnership formats — one-off talks, challenge-provision, and long-term mentoring — how this maps onto the external-partnership requirements of MEXT's N-E.X.T. High School Vision, and a request letter template you can use as is. Most articles on this topic are written from the school's side; what the companies receiving the requests are actually thinking has rarely been put into words. At TIMEWELL, our core business is hands-on AI support for companies, and we also field consultations from schools and educational institutions about inquiry-based learning and entrepreneurship education. In other words, I am writing as a party on the "company side" of this topic.

Three key points first.

  • The biggest reason partnerships stall is that no reception desk exists between schools and companies. It is a problem of structure, not enthusiasm.
  • Whether a company accepts a request is decided almost entirely by whether the letter states the purpose, the scope of the burden, and what the company gains.
  • The N-E.X.T. High School Vision lists "making business experience mandatory" and "high school versions of corporate endowed courses" as example measures, and sets a goal that 100% of specialized high schools partner with industry throughout the year by 2040. Corporate partnership is about to become standard equipment in high school education.

Why partner companies are so hard to find

The Period for Inquiry-Based Cross-Disciplinary Study is a required subject under Japan's Courses of Study for high schools, with a standard credit range of 3 to 612. What deserves attention is how its goal is worded. The Courses of Study call for students to become able to "find a question from their own relationship with real society and real life, set their own task, gather information, organize and analyze it, and summarize and express it"1. With "real society" placed at the very front, an inquiry program that stays inside the classroom and the textbook is incomplete by design. The actors of real society — companies, local governments, research institutions — need to enter the class at some stage.

And yet this "getting them involved" is the hard part. When I hear from teachers, the most common worry is not theme design or assessment. It is that a partner company simply cannot be found.

I see three reasons. First, there is no reception desk. Few teachers have ever made a formal request to a corporation, and almost no company has a department called "educational partnership desk." A request that arrives through the main phone line or the website contact form is neither a sales lead nor a complaint; it drifts through the company as an email that is nobody's job, and quietly disappears unanswered. Not out of ill will — there is simply no mechanism to process it.

Second, the clocks are out of sync. Schools run on academic years; companies run on quarters. A request in May for "a talk in a July class" feels early enough by school standards, but on a company employee's calendar it is rather short notice. On top of that, classes are fixed to weekday daytime. Clearing several hours in the middle of business hours is a bigger cost for a company than it looks.

Third, compensation is hard to design. Many schools have no honorarium budget for outside speakers, or a few thousand yen at best. Companies, meanwhile, move on staff time. Behind one class period sit hours of slide preparation and coordination, so the company effectively participates at its own expense. Try to fill that gap with goodwill alone — "it is a contribution to education, after all" — and you may get one visit, but not a second.

To be fair, it is not that companies lack the will. The entrepreneurship education program support run by the Organization for Small & Medium Enterprises and Regional Innovation (SME Support Japan) dispatches entrepreneurs to high schools free of charge along a standard curriculum, and participating schools grew from 4 in FY2022 to 20 in FY20243. MEXT, under its EDGE-PRIME Initiative, has also built a framework for dispatching Entrepreneurship Ambassadors to school classes and events4. The circuits for connecting are slowly multiplying. The problem is that only some schools can ride these schemes, and the majority are left to do the matchmaking on their own.

A company's honest view: requests we want to accept, requests we want to decline

Now for the main part. Let me disclose my position first. TIMEWELL's core business is hands-on AI adoption support for companies, and we receive consultations from schools and educational institutions through WARP for Schools. We have been involved in developing more than 500 people and have worked on a partnership project with the Tokyo Metropolitan Government (WARP ENTRE). I myself am also involved in supporting education at Musashino University's Faculty of Entrepreneurship. So this section is not general theory; it is the lived experience of the side that receives the requests.

Start with the requests we want to accept. They share exactly one trait: the moment you read them, you can picture the students' faces on the day. At which stage of the inquiry do you want us involved? What have the students researched so far, and where are they stuck? What do you want them to take home from this class? When these are written down, we can aim our preparation precisely — and above all, we gain the conviction that going will actually help the students.

The requests we want to decline also share a trait: they hand everything over. "Could you talk to our students about careers, something along those lines?" looks like a low hurdle, but it is actually the most difficult kind. You prepare without knowing what the right talk would even be, the students' reaction on the day is flat, and both sides walk away drained. You can see that future from the first line.

The row most often overlooked, I think, is "what the company gains." To avoid any misunderstanding: companies do not move for the size of the honorarium. What moves them is the moment student proposals and reflections arrive afterward. The moment a young employee says a student's question made them rethink how the company explains its own business. The moment the relationship with a local school starts to mean something in recruiting or communications. The compensation for educational partnership is paid not in fees but in these intangible returns. A school that has designed them into the request from the start is, frankly, formidable.

As an aside, we cannot take on every consultation we receive either. When we decline, the reason is almost never the schedule or the budget. It comes down to "we cannot tell what the purpose is, so we do not believe going would help the students." Flip that around: as long as the purpose is clear, companies are more forthcoming than you might imagine.

The three partnership formats: one-off talks, challenge-provision, and long-term mentoring

"Corporate partnership" is one phrase, but it covers three formats with completely different burdens and depths of learning. Mixing them in one design is a recipe for failure, so separate them first.

The one-off talk is, so to speak, the fire starter. It carries the lightest burden for the company and is the realistic first move. But if it ends as a sit-and-listen assembly, the effect evaporates within a week. The full set includes having students hold questions beforehand and reflect afterward, pulling the talk toward their own inquiry themes. There is a useful real example. When Yoichi Ito, dean of Musashino University's Faculty of Entrepreneurship, gave a talk to about 480 students at Shimotsuma First High School and its attached junior high in Ibaraki Prefecture, the event was run as part of inquiry-based learning and the students themselves directed the staging of the talk, as reported by Kyoiku Shimbun5. Rather than leaving the room to the invited adult, the students became the owners of the occasion. As a way to keep a one-off talk from ending as a one-off firework, I can hardly think of a better example.

Challenge-provision is the format in which a company offers a problem it actually faces as the inquiry theme, engaging about three times: kickoff, midpoint review, and the final showcase. Personally, this is the format I recommend most. The balance of burden and learning is good, and the company gets a clear take-home: proposals on its own problem from young eyes. The key design choice is to make the challenge real. Offer not a practice problem the company has already solved, but a live problem the company itself is still working on, and you will see the students' eyes change. Speaking to high school career-guidance teachers, Yoichi Ito put it this way: "At commercial and agricultural high schools, when students actually try things — selling products or crops — the persuasiveness of the students becomes completely different"6. Whether students have touched something real shows on stage at the showcase, and it cannot be hidden.

Long-term mentoring is the format in which a company stays involved as a mentor over several months, and the depth of learning stands far above the other two. So does the company's burden. Ask a company you have just met for long-term mentoring, and you will almost certainly be declined. The realistic path is a staircase: build mutual understanding with a one-off talk, move to challenge-provision the following year, and step up to mentoring once there is traction. If the company's capacity is a concern, public schemes can help. The SME Support Japan program mentioned above builds two to four entrepreneur visits into a standard curriculum of 5 to 30 hours, free of charge3.

Under the N-E.X.T. High School Vision, partnership becomes a requirement

So far this has been about the field. The institutional winds have also shifted, considerably. On February 13, 2026, MEXT published the overall policy for high school reform, the "Basic Policy (Grand Design) for High School Education Reform" — the so-called N-E.X.T. High School Vision7. I leave the full picture to the guide to the N-E.X.T. High School Vision, but from the standpoint of corporate partnership, two passages are impossible to ignore.

One: the example measures for Type 1, which strengthens specialized high schools, explicitly list "making business experience mandatory" and "high school versions of corporate endowed courses"7. Contact with companies is illustrated not as an extracurricular option for volunteers, but as part of the curriculum itself. Two: among the goals to be achieved by 2040, the document states that "100% of specialized high schools will implement practical learning that looks ahead to post-graduation paths, including qualifications, in partnership and collaboration with local industry, universities, and others, throughout the year"7. One hundred percent of specialized high schools. Throughout the year. Corporate partnership has been repositioned from "a good practice of enthusiastic schools" to a standard requirement of high school education.

And this time, there is money behind it. The FY2025 supplementary budget created the High School Education Reform Promotion Fund at 295.5 billion yen8, and on June 30, 2026, 75 reform pilot schools across 38 prefectures were selected9. Selected schools receive support of up to 250 million to 3.9 billion yen per site9. Scan the selection list and you find plans premised on connection with industry, such as Hamamatsu Technical High School's "formation of a startup education hub" in Shizuoka9. External partnership sits at the center of a reform moving money on this scale.

Companies, too, have reasons to ride this current. In the projections underlying the grand design, the population of 15-year-olds falls from about 1.06 million in 2024 to about 0.7 million in 2039 — roughly a 30% decline7. Contact with local young people, left alone, only thins out. For a company, partnering with a high school is social contribution and, at the same time, a long-term investment in recruiting and local presence ten years out. A request from a school tends to be seen as a favor being asked. Read in this context, it can be a rather good proposal for the company as well.

A request letter template you can use as is

Once the format and the institutional context are clear, what remains is the first letter. The point is to fit into one letter every element of the "request we want to accept": purpose, the students' state, the scope of the burden, what the company gains, and room to decline. Here is a template written for the challenge-provision format. Replace the placeholders and it is ready to send.

From [month] to [month], our XX second-year students will work on inquiry
projects under the theme "Solving Local Business Problems." Each team selects
one local company and researches and proposes solutions to a problem that
company actually faces.

We would like to consult you about the following two requests.

1. Presenting to our students one challenge your company currently faces
   (about 30 minutes within a class in [month]; online is possible)
2. Attending our showcase on [date] or [date] and giving brief feedback on the
   students' proposals

We chose to approach your company because, during preliminary research, our
students learned about your XX business and took a strong interest in XX.

We anticipate the burden above to be two sessions, about two hours in total.
Any additional preparation will be coordinated by email only. Our school's
regulations limit the honorarium to XX yen, for which we apologize; in return,
we will send you a report of the students' proposals and reflections, prepared
in a form you are welcome to feature on your website.

We know you are busy, but we would appreciate a reply on whether you can
consider this by [date]. If the timing does not work, please feel free to
decline.

Four things are deliberate in this template. First, it asks to be forwarded, assuming the addressee is unknown; the missing-department problem can only be absorbed on the letter's side. Second, it fixes the burden in numbers — two sessions, about two hours in total. Once the total involvement is visible, the person receiving it can clear it internally. Third, it is honest that the honorarium is small, and designs a non-monetary return instead: a report of outcomes and the option to feature them on the company's website. Fourth, it states the freedom to decline. A request with an exit is, in my experience on the receiving side, actually easier to say yes to.

If you have no leads on where to send it, realistic routes include consulting your local chamber of commerce or the industrial promotion division of your municipality, saying you are looking for companies open to inquiry-learning partnerships, or tracing connections through alumni and parents. Even if the first company declines, the design of this letter is not wasted. If you can learn why they declined, that becomes material for sharpening the next one.

I see corporate partnership not as a school asking a company for a favor, but as a proposal for a joint project to build the region's future together. Heading toward 2040, when the population of 15-year-olds will have shrunk by roughly 30%, the value of students and local companies meeting early keeps rising for both sides. The first point of contact may well be the one letter you write today.
